Instead of expending lots of time and resources to try to change the
law, I would instead investigate the legality of your uploading your
DNA via another jurisdiction. It all depends on whether the laws you
reference are directed at persons wishing to upload their DNA or are
prohibitions against the online platforms, such as Geni. If it is the
former then I would not advise you or anyone to violate the law. But if
the law is of the latter variety, then there would be no reason not to
submit the DNA by proxy via another jurisdiction where there are no such
prohibitions. This would be a legal use of your DNA information property
and would be similar to the actions people sometimes take to access
Wikipedia, Google, or Facebook in places where censorship of these
platforms exists.

I wonder if you could share what you have heard is the reasoning behind
such anti-DNA uploading regulations?
