A kind reader has pointed out that I mixed up the names of the Tsars
when discussing residency rules in the Russian Empire. Alexander I was
Tsar of Russia >from 1801 to 1825 and issued the 1804 rules. Alexander
II was the Tsar under whom residency and other rules were loosened; he
reigned >from 1855 to 1881. Alexander II was succeeded by Alexander
III.

I apologize for the mistake and for any confusion this may have caused.
