I have a Petition for Naturalization which was denied in 1922 because of an "incompetent witness." This Petition was filed in Chicago in a U. S. District (Federal) Court, not a local court.
Can anyone point me to federal resources that would define this term? I have several guesses, but would appreciate a link or referral to a standard information source.
