There is a part of Warsaw called Pelcowizna. It name fits the Hebrew letters that you have listed. See if your record could actually refer to Warsaw or look for a village with a similar name in other parts of Poland - unless anybody has a better idea. Maybe someone with Polish skills can decipher a close-sounding match to the Hebrew and suggest a name of a real town in pre-War Poland that I seek?
