The National Library of Israel offers international interlibrary loan,
so you can have your own local library submit a request for the
materials to be shipped to your own library for you (where you could
scan or photograph them yourself). (Note that I am not sure if this
applies to irreplaceable rare items, such as what you describe.) For
information, go to nli.org.il, click on English, click on Library,
click on services, and then click on Interlibrary Loan.

The National Library of Israel also offers a service where you can pay
them to make scans or copies. For information, go to nli.org.il,
click on English, click on Library, click on services, and then click
on Online Forms. This is intended for getting single articles for
research purposes; copying an entire publication may not be possible
due to copyright laws.
