so you can have your own local library submit a request for the materials to be shipped to your own library for you (where you could scan or photograph them yourself). (Note that I am not sure if this applies to irreplaceable rare items, such as what you describe.) The National Library of Israel also offers a service where you can pay them to make scans or copies. This is intended for getting single articles for research purposes; copying an entire publication may not be possible due to copyright laws.
