As many of you may have been aware, there have been no new additions to
the All Lithuania Database (ALD) since June of 2002. This hiatus reflected a temporary moratorium on new data enacted by JewishGen, but it also reflected discussions among members of the LitvakSIG board of directors and the District Research Coordinators as to how best to continue to fund the acquisition and translation of records >from the various Lithuanian archives.

Keeping in mind the need to balance access to information and the incentive to contribute the funds that make it possible to acquire and translate the records, we discussed a number of options. Some advocated password protected access for contributors. Others suggested limiting the free access to a simple index rather than the fully translated records that now are available. Although we are reluctant to restrict the data Litvak researchers have come to expect, it is evident that without proper funding, we will not be able to acquire and translate the data on a continuing basis.

At the recent conference in Washington, we reached an agreement that will
allow the All Lithuania Database to remain free to everyone at this time.
Only those records that have been distributed to Research Group contributors more than one year previously will be added to the ALD.

This policy will allow those who have contributed to this extraordinary
project to have the exclusive use of the data for an appropriate period of time. If you can't wait a year, there is an easy solution. All you have to do is to send a contribution of at least $100 to the district of your choice. You will receive all of the records >from all of the towns within that district.

It will be sent to you in an Excel spreadsheet as an email attachment. Not
only will you be the first to see the new information, but you will able to
sort it in many different ways - by surname, town, given name, patronymic,
age, etc. -- a considerable advantage over the ALD.

One last item - some of you are confused about the District Research Groups, the Vital Records Project and the LitvakSIG dues. They are all separate items. The District Research Groups acquire the revision lists, tax lists, voter lists, draft lists, etc. and are organized along uyezd or district lines. The Vital Records Project is a being conducted on a town-by-town basis, because not all of the towns or all of the districts have birth, death or marriage records that have survived. The $36 is for the annual LitvakSIG dues.
