Surnames: Sewelson, Mark, Toff, Craft, Kropman

Does anyone know of a town in Lithuania called Popolan or near spelling?

My husband's grandfather came >from that town but he always also said
Kovno Gubernia and I have seen no record of it. I would appreciate some
help if possible.
