Hi - I am researching the CHARNEY families that lived in Kavarskas, Lithuania during part of the second half of the 19th century. The particular branch I am interested in appears in the 1877 Box Taxpayers List but not the 1880 or 1882 Voters Lists. However, I don't think I can conclude that my branch moved away between 1877 and 1880 because the Voters Lists contained less than a quarter of the names on the Box Taxpayers List. Does anyone know what the qualifications were for being included on the Voters Lists at that time?
