Question: Would a person conscripted in 1911 who was not in Lithuania
at the time still be recorded as a conscript in the 1911 Revision List
database?

Background:
I am researching Tzvi Hersh VITEN b 1844 - 1856 ->Harry WITTEN who
emigrated >from VABALNINKAS (LITHUANIA) to PHILADELPHIA (USA) in 1903
with his wife and 6 children, one of whom was Chayim Schmiel/Chaim
Shmuel VITEN -> Herbert Samuel WITTEN b 15 December 1889 (as per US
naturalisation papers). I can find a Girsh Viten in a number of places,
though only one entry with a son Chaim Schmuel, and that entry was made
in 1911 after this family had left Lithuania, so might be someone else.

Since the entry is in relation to a conscription, and no other family
members are recorded apart >from Girsh and his son, is it possible that
this entry recorded a conscription for a person who had already left
the country? According to Chaim Schmuel's stated date of birth he was
11 years old when he left Lithuania and would have been 22 in 1911
