I have had some success searching for Haifa burials at
https://gravez.me/en/search
but you will need to play around with the spelling, e.g. EIGER instead of EJGER or EGER. You will have to be able to read Hebrew names. A photo of the grave is included for each entry. They also have cemeteries from some other regions of Israel.
The Haifa Chevra Kaddisha (Burial Society) used to be at http://www.kadisha.net/ but is now at http://kdh.org.il/
I did once manage to find my relative using their search engine, but it was much harder than gravez - I had to enter the surname in Hebrew (I used https://stevemorse.org/hebrew/eng2heb.html to help), and there were no photos.

https://billiongraves.com and https://www.findagrave.com/ are also worth a mention, but I haven't had any luck with them for my Haifa relatives.
