For what it's worth, I scan photos at 300 dpi on the understanding that higher resolution doesn't help a great deal. Like others, I use .tif, which is lossless. (And, in any case, you can always resave a .tif as a .jpg if you're concerned about the larger file size and want to share with others.)

I use a program called Zoner for organizing everything, and I've found it very successful. Among other things, it has an option for saving a text description alongside the photo. It's invisible except through the apparatus of the software, but it's there in any case. That is, I can do a regular text search for a term like "Miller," and anyone I have tagged with Miller will come up even through my conventional computer operating system search.
