The death certificates are locked away at the Health Department only available to direct family members.
Depends on what years you are looking for on the naturalization but a lot of them are on Ancestry or Family Search. A simple trick is go to the NARA NYC page and type in naturalization and they will explain what they have with links to the collections on FamilySearch mostly. However most of the Family Search files are not indexed so you need to have the certificate number and then know how to browse the files by number not searching by name.

I should know the answer to these two questions, but am floundering.
1. Is there any way to see death certificates, not indexes, after 1948-49 for NYC and Brooklyn online. I seek one for 1969 in Far Rockaway and one for 1981 in Brooklyn.
