Re: Records for Aliens Held for Special Inquiry - 305-Cert #usa #general

Cert 305 is, most likely, related to the requirement to have a bond of financial support from a friend or family member if the immigrant was denied admission for LPC (Likely Public Charge)   Abraham was held for tn days before the issue was resolved in his favor.

This is from:  https://www.uscis.gov/about-us/our-history/history-office-and-library/our-history/public-charge-provisions-of-immigration-law-a-brief-historical-background#_ftnref21

"Aliens held as inadmissible by the BSI could appeal the decision to Immigration Service Headquarters. A majority of immigrants who appealed the BSI decision were admitted on appeal. In many of these cases the Immigration Service required a bond of financial support from  a friend or family member as a condition of admission."

Genners,

Abraham Leibowitz, 20 years old, arrived in New York City on October 17, 1913 aboard the SS Graf Waldersee.  He's listed on the Records for Aliens Held for Special Inquiry, and the cause for detention was "305-Cert."

I haven't been able to find an explanation for this designation-- "305 Cert."  Please advise.

Thanks in advance.  Shabbat shalom and chag Sukkot sameach.
