Cert 305 is, most likely, related to the requirement to have a bond of financial support from a friend or family member if the immigrant was denied admission for LPC (Likely Public Charge)   Abraham was held for tn days before the issue was resolved in his favor.

"Aliens held as inadmissible by the BSI could appeal the decision to Immigration Service Headquarters. A majority of immigrants who appealed the BSI decision were admitted on appeal. In many of these cases the Immigration Service required a bond of financial support from  a friend or family member as a condition of admission."
