It's not possible for a town to have been partly in Galicia and partly in Bessarabia, because the two regions didn't share a border.

A possibility to consider is Novoselitsa, Bessarabia -- now Novoselytsya, Ukraine.
It's on the Prut River, which separated Bessarabia and the Austrian crown land of Bukovina, and about 27 miles from Lipkany -- now Lipcani, Moldova.
