I suggest you contact The Together Plan, a UK- and Belarus-based charity which helps the local Jews become self-sufficient. One of their projects is genealogical research. They have the huge advantage of speaking the local language and Russian, as well as knowing the ways Belarussian bureaucracy works ! Have a look at thetogetherplan.org.uk for more details.
