I asked Google "When did Virginia start keeping birth records?"
Answer: With the exception
of the years 1896 to 1912, the Office of Vital Records
has records of births, deaths, and marriages
since 1853

I have posted a birth certificate from Norfolk,
Virginia that shows the birth being in 1902, but the filing seems
to be in 1918 (5/9/18). Did it take 16 years for the paperwork to
be processed?. Also, the one signing in place of the doctor or
midwife is the father. Anybody came across any similar situation?
