He is going to his brother-in-law Jossel GOLDFARB at 301 or 307 Madison Street.

I searched the city directories at Ancestry for GOLDFARB using keywords 301 Madison and 307 Madison, and got no hits. GOLDFARB likely was not at that address long enough to make it into a city directory.

A Jossel GOLDFARB, age 19 from Brest, arrived in NY on May 12, 1890.  This is very probably your Jossel GOLDFARB.  His manifest does not list who people are going to.

There is a Joseph GOLDFARB, also from Brest, living in NY who filled out an "old man's" WW11 draft card, so that could also be your Jossel GOLDFARB.  This man gives his birth year as 1877, and the fellow on the manifest was 1871, but we know how birth years fluctuated!
