Are you aware of the SI notation in the first column of the first page?  Hyman was the subject of a Board of Special  Inquiry  hearing. See the manifest on Ancestry.com. image 88 0f 89.  He failed the initial immigration inspection for LPC  (Likely Public Charge) and needed a Dr. Certificate. He was deported on July 31  aboard the Baltic. 
As for the added handwriting:  It starts "Dr. Cert. Old arm ..... right arm ....   " Very hard to make out more.    It might mean that he had an issue with his right arm that the medical staff said would limit his ability to earn a living and that he would become a likely public charge.

On line 11, it shows that the passenger is joining his brother in law who lives in NYC at East 92 St.  Although the columns in line 11 have been completed and I can read the details about the brother in law, there is some writing above, in a different shade of ink which I cannot make out. I hope that someone can help decipher it.
