This may be his birth record on FamilySearch.org, despite the difference in date. (His parents' names are similar to what's on his marriage record, also transcribed on FamilySearch -- Harris Lichtenstein, Eva Breslon.)

In 1921 he married Lilyan Haber, and this is the earliest record I can find for him. I have searched the census records 1900-1920, and also cannot find a WWI draft registration or a record of birth in NY for 1896. Maybe the family name was different before 1921. He regularly appears on other records after his marriage. What am I missing?
