Focusing on the signature, there is a clear difference between the Dalet of Dr. and the second letter of the name, which seems to me be a Tzadi.
Always important to keep in mind that in the 1950's, people did not necessarily fill the POT forms, they only signed. So, I searched graves.me for Ratskovsky, in Hebrew, in the general area of Haifa.
