I agree that the surname at birth looks like Nefs; besides that the N is the same as in NY. Re: the first name - although the first and second letters looks possible as OR, none of the other small Rs are written like that, and it definitely looks to me like it says ALBER. (I don't see the final TA, but it's possible that it's there). Perhaps you will be able to find further information from NY/USA census records, Canadian census records, or even from immigration (ship) records.
