Warren Blatt addressed this topic in post #429602 (https://groups.jewishgen.org/g/main/message/429602 ) -- some E.I. administrative records were destroyed in the fire, but no passenger manifests were lost.

New York passenger manifests, whether Castle Garden, Ellis Island or the Barge Office are typically put into a single collection on the popular genealogy websites, so a NY passenger search should include all of the records.

On Steve's site, the Gold form is the best one for NY passengers arriving between 1892 and 1924.
