Alter was born illegitimate in the eyes of the state because, at the time of his birth, his parents had not had a marriage performed by a state-appointed Rabbi (although they almost certainly had a marriage performed by a community Rabbi). They subsequently had a state-approved marriage, making Alter legitimate retroactively. The note gives all the information about the subsequent marriage, although it is too fuzzy for me to read. Such notes are very common in Galician Jewish birth records.
