I think you are confusing the Gubernya (province) of Minsk
with the city and capital, Minsk. Between 1921-1939 the
south western portion of Belarus was under Polish control.
This did NOT include the city of Minsk, which was still
under Russian rule. In the early 1800s, Belarus, including
the capital city of Minsk was under Czarist rule.
