Grave locations #general

I have a piece of paper on which is written the location of a grand-aunt's
grave in London (possibly Edmonton Cemetery). It reads: Block IT, Row 5, Wo
39.

I know what a "block" is, what a "row" is, but what does the "wo" refer to?
This information was written down by my grandfather some 70 years ago; his
handwriting was quite good. Oh, as I think about it, would the "wo" refer
to the actual plot number within the row within the block? And if so, what
is "wo" short for? Please reply privately. Thanks.
