I just wanted to stick in my two cents about the passport issue and how
we think of passports is not necessarily the way they were considered
elsewhere. The internal passport is a case in point - travel documents
permitting a person to travel between towns, cities or provinces within
a country, especially at times when people were not allowed to relocate
without permission (not just Jews). Then there was another document
called a passport but which we would probably call a visa - something
issued when a person entered a country with another document issued
permitting a person to leave that country.

Last year when I was doing some research in the Jewish Theological
Seminary's special collections I came across an interesting 1901 US
State Department summary of a Russian law affecting Jews, which I think
may clear up some of the murkiness. This summary described a notice to
naturalized Americans born in Russia who wish to return there for any
reason. It begins by stating that “Naturalized Americans of Russian
birth of the Jewish race, are not allowed to enter Russia, except by
special permit.” In part, the rest of the document advises that “No one
is admitted to Russia without a passport. It must be visaed by a
Russian diplomatic or consular representative.” After entering Russia,
that visa has to be shown and the holder receives a permit to “sojourn.”
In order to leave, this sojourn permit has to be presented at least 24
hours before the planned departure, at which time a ”passport of
departure” is issued.

(UK) Enhanced Procedure to Obtain Copy Wills and Grants of Probate #general

Sometimes it pays to contact your elected official! The following
information was shared with me by David Lewin in London, England
sent to him via his member of Parliament. Justice Minister thanked
David for his suggestions to improve the service for the provision
of copies of documents resulting in the new changes below.

UK Justice Minister Chris Grayling announced effective September 30
that the Probate Service launched an online probate search facility.
Customers can now access probate records >from 1996 to the present
day for a fee of £10 and order a copy of the grant which will be
provided in 10 days. When an order is placed the customer will
receive notification by email that the order has been received and
when the document is available for download a further email will be
sent. Payments may be made by debit or credit card.

More information may be found on the

website. The service is now working to provide all 41 million of its
records dating back to 1858 online and will release that date shortly.
It is also looking for a 10-day turn around once they know the levels
of demand for the service. I tried it and it works very easily!
Results show first and surnames, date of probate, probate number, date
of death, document type and registry. To read the document you must
pay the £10.

This is for England and Wales only. A different process is in place
for Scotland: http://www.nas.gov.uk/ and in Northern Ireland:
