from the large number of excellent comments on this topic, it begs to
ask the question - Is there a definitive research paper/report/reference
which discusses this topic in regard to Russian (+other countries)
emigration to U.S. and Canada/Australia etc. for that matter.

If not, I propose that a SIG or JewishGen-sponsored study by someone with
credentials do some additional research or at the very least summarize this
very important information for future researchers.

IAJGS just received this message >from the National Technical Information
Service about the certification program for accessing the Death Master File.
At the time of this posting the announcement was not found on the NTIS
website--the proposed rule is available and the site is mentioned below.

The National Technical Information Service (NTIS) will be publishing a
Notice of Proposed Rulemaking (Notice) describing a rule that would, if
implemented, establish, a certification program to replace the temporary
certification program currently in place for access to the DMF. This is
pursuant to Section 203 of the Bipartisan Budget Act of 2013 (Pub. L.
113-67). The Notice is expected to be published in the Federal Register
Wednesday, December 24, 2014. The Notice invites public comments on the
proposed rule and certification program, and sets a 30 day comment period.
The Notice may be reviewed at
http://www.ntis.gov/assets/pdf/interim12-19-2014.pdf If there are any
inconsistencies between this document and the version published in the
Federal Register, the version published in the Federal Register governs.

Please note that the temporary certification program, established by NTIS
under the Interim Final Rule (79 Fed. Reg. 16668, March 26, 2014), remains
in effect.

Comments are due within 30 days of the notice of publication in the Federal
Register. The proposed rule has added a provision not in the interim the
rules which requires an attestation >from an accredited certification body
(independent third party) that the person has security systems in place to
protect the information. The proposed rule requires that the accreditation
body is accredited to the ISO/IEC Standard 27006-201 Information technology.
There is nothing in the notice that states what the fees will be for
accessing the actual data. IAJGS commented in the proposed interim rules
that the fees were exorbitant for those solo and small businesses.

For those considering certification in order to access the restricted Death
Master File I strongly encourage you to read the article by Dee Dee King
(see below) , the first forensic genealogist to be certified. Not only is
the access to the information very costly, the restricted database no longer
provides many of the data elements we were used to in the Social Security
Death Index (SSDI)-the commercial version of the DMF, nor does it have a
search engine that the genealogical firms used that facilitated the search.

Does anyone know of any resources in Toulouse, France?
My great uncle worked on the Caravelle aircraft for Airbus in Toulouse,
probably in the 1950's, 1960's,
He died in 1988 in Toulouse, and has a plaque attached to his gravestone
that reads, " L'amicale des retraites de l'aerospatiale"

His wife was Freida HANNMANN KISSILEWSKY, and they had no children
They lived at 1 Boulevard Michelet 31000 Toulouse France

My great uncle was originally >from Nova Pryluki, south of Berdichev area
, Ukraine, born 1895
I have a photograph of him in 1912 that says Kinereth Palestine
and also photographs 1923, 1925 in university in Berlin, Germany

been born in the Kingdom of Hungary. A potential brother – Josef, married in
27-11-1894. His parents are shown as Abraham & Gittl (Elias). The marriage
appears to have been recorded in Sopron. The groom Josef came >from Kegye. I
am trying to trace back his parents and other possible siblings who

on nearly 300 villages across Eastern Europe and Lithuania with mass
killing sites;

For my towns, I see Kalush and Borszczow with video interviews.
I cannot see all of the text and I will inquire about that. I see
that Chortkiv will be published in the future.

This is an important step forward and much appreciated.
