Recommendations for Belarus researcher #general

I have been looking for someone to research records in Belarus for my
grandparents and great-grandparents as I have been unsuccessful with the
Internet. A friend gave me the name of someone who did this work for him.

First question: Does anyone know the going rate for this kind of
professional research? I understand that Ancestry offers professional
services. Has anyone used the Ancestry professional services? Has anyone
had research done by Yuri Dorn? Is it safe to pay someone outside of the
country to do this?

I have been working on my family tree using many sources including JewishGen
for 25 years, and have found many, many sources of information >from ship's
manifests, naturalization, etc. but the one elusive part is my paternal
grandfather's parents, etc. in what is now Belarus. Their names were Isaac
(Itzhak) and Celia???

Inspired by my father's efforts (without the internet) back in the early
1990's, I have been an avid searcher in continuing his work with locating
family here in the U.S., but am now running out of energy to do this myself.
My brother has been tested with FTDNA and I have tested with Ancestry and
both raw files have been downloaded and uploaded to Gedmatch/Genesis, but
any matches besides my brother, his daughter, and known first or second
cousins do not have any paper connections as I have no records prior to 1904
when my grandfather arrived in the U.S. so although DNA has been helpful
with my maternal side of the family and my paternal grandmother's side of
the family, I am stumped with my paternal grandfather's branch and wish to
explore professional services to assist me.

Your feedback on hiring a professional researcher would be greatly
appreciated.

I would be happy to see a family tree, of Rav Yehuda Leib ZAKS. who
was the Rav of Shaare Chesed (neighborhood) in Jerusalem during the
mid 20th Cent.

I understand that there is some family connection to the POCHOVITCH
/HURWITZ family of Petach Tikva . I am researching my family's
connection to both the above ZAKS and the POCHOVITCH/HURWITZ families.

The above POCHOVITCHs have a cousinhood with a Rabbi Isaac Simcha
HOROWITZ who according to my family sources are related to us.

My Jerusalem family, ( in Israel since the late 19th century) are
Chaim Yitzchak and Rachel Leah (SCHECHTER) ABRAMOWITZ .

Rabbi David ben Moshe (of Kletzk)-of Novaradok 18th cent. #general

I am still trying to research our assumed connection to a Rabbi David
ben Moshe (of Kletzk) , I can't find a family name ,who served as the
Rav (Rabbi) of Novaradok during the 18th century.

In a short "Yichus brief" (ancestral biography sketch) my great uncle
wrote that one of our ancesters was the above Rabbi David's brother).
My great great grandfather went under the family name ABRAMOWITZ.

The few facts I know about him is that his son (Moshe?) adopted the
family name HOROWITZ as per his father-in-law. Rabbi David wrote a
sefer (book) "Galia Mesechet". One branch of his descendants are
AGOLNICK (GOLNICK).

Some people wrote to me that his family name was TCHEMERINSKY but
having checked with other people of this name they are not aware of
this Rabbi. (Yes, I now that Dr. Chaim WEITZMAN'S wife was a
TCHEMERINSKY).

If anyone has information regarding Rabbi David or with the AGOLNICK
family (possibly in Baltimore) I would be happy and gratefull if you
hear about it.
