(Latvia) Recently Launched Online Database of Holocaust Memorial Sites in Latvia #general

The Center for Judaic Studies at the University of Latvia recently launched
an online database and interactive map locating Holocaust memorial sites in
Latvia. It also includes databases on Latvian Jewish history, including a
database of Jews who lived in Latvia before World War ll and links to other
sources of information that would be of interest to those researching
Latvia.

Dear Siggers,

After repeatedly checking databases on JewishGen and JRI-Poland, I
remain unable to find several family records, and am asking for
suggestions on locating them.

1895 Marriage record for:
Yosel DUGOVSKI and
Chana Feiga KRYKSZTANSKI.
Probably in Seirijai or possibly in the Warsaw area.

1903 Seirijai birth record for:
Their daughter Szeina Malke DUGOVSKI.

1877 Birth record for:
Yosel DUGOVSKI
Born in Warsaw to Vulf and Ita.

1881 Birth record for:
Chana Feiga KRYKSZTANSKI
Born in Seirijai to Szloma and Dyna.

Is there a way to contact Poland or Lithuanian state archives to ask if
they might have these records?

I do have a photocopy of Yosel's 1903 bluebook/passport saying he
resides in Suvilytsky province, and the translation of a discharged pass
certificate documenting his military service in Omsk >from 1899-1902.
Does this hold any clues?

Any guidance would be much appreciated.

Regarding internal passports, I'm trying to figure out whether there
is a meaning (apart >from the literal one) for the next comment:
"Second application".

It's a specific record that I've found on LitvakSIG's database. The
record is >from Vilnius, 1925. (If you want to take a look at the
record, check out the next exact first and last names: Hirsh Gindin).

It's interesting, why would they specify the fact that it's his second
application?

I'm wondering whether it means that the same person's application was
denied at the first time and he just tried his luck again, or maybe
it's just a kind of a "renewal" of a previously accepted application.

Any suggestions?

Hazel...i suspect you tried JewishGen's Community Pages; they
represent 6500 towns which had a significant Jewish population around
1900...but certainly Jews lived also in smaller numbers
elsewhere...and that is why we have the gazetteer and the radius
search..where you can search by latitude/longitude and town names...of
ALL THE TOWNS in eastern europe.

It's helpful to note the nearest larger town when searching...
for instance, i checked JRI-PL and saw JELEN/GOLEBOWITZ and found some
records in Wysokie Mazowieckie which is at 5255/2231. Then i went to
the gazetteer seeking nearby towns and found a town that might be what
you are looking for. Note the spelling differs, but that is to be
expected when clerks wrote down what they heard and Jews used their
own names for the towns...
Kobylin, Kobylino 15 miles NNE of Wysokie Mazowieckie...

then there's the possiblity that the town is KOVEL...and Koveler is
someone >from that town...but these are far >from wysokie mazowieckie
Kowal, Poland 5232/1910 80 miles WNW of Warszawa Kowal [Pol], Koval'
[Rus], Kval [Yid], Kovel
Kovel, Ukraine 5113/2114 259 miles WNW of Kyyiv Kovel [Ukr,

Usnik, 5305/2155...only 9.8 miles SW of Lomza.
