certificate a few years ago and they sent me a certified copy with

Have the request be >from your husband rather than you. Provide a copy of
his mother's death certificate in lieu of a letter of authorization. On the
order form, clearly state that she's deceased, that your husband is her son,
and that he's replacing lost family records (or similar -- just don't say
genealogy). Also be sure to include a copy of his photo ID as requested in
the instructions.

Thanks to all who responded to my question about where is Ariopol.
Some of the responses prompted me to revisit the Ellis Island Database
where I found that I have been looking at the wrong entry for my
grandfather for a long time. This time I found the correct entry for
my grandfather which matched the Hamburg record almost exactly. The
correct Ellis Island record is for Jacob Belenken >from Olriopol,
Russia. It seems that the closest match to Ariopol and Olriopol is
Mariupol in the Ukraine on the Sea of Azov.

Thanks to all who responded to my question about where is Ariopol.
