Documentation? What documentation? Jews snuck out of Russia - no exit papers
existed. And they made their way to a port, often on foot. Then they bought a ticket, giving some name. Except for wartime and until quotas (about WWI and after), no immigration 'permission' was needed. You arrived, and your name was whatever you had on your ticket. One of the reasons for coming to America was that you didn't need 'papers'. My ggrandparents >from Berdichev did this, with 5 mostly grown (and draftable) kboys. Identifying Karlsbad

Dear Mr. Lehrer,
The picture you sent would appear to show your relatives standing in front of the famous Colonnades at Karlovy Vary (Kolonnaden, Karlsbad in German) in Bohemia, Czech Republic. It's a place where one can obtain the famous spa water. And as you can see, the people are holding the special spa cups with a built-in straw in the handle. Google the terms "kolonády, Karlovy Vary" and you will see some pictures of them. Or here is a website with some pictures: http://lazne-karlovy-vary.webnode.cz/ You can see the bottoms of the columns are precisely the same as in your picture. Also, the same number of steps. If you mean public school records, and if California is anything like New York, those school records are kept for 60 years, probably somewhere in the basement of that school. At the end of that time, they are thrown out. They are not considered "national" records. Of course, if no one at the school as the time to do the throwing out, you might get lucky and find records that date back longer than 60 years.
