Requesting help with Dutch translation #france

I would greatly appreciate help with translation of 3 Dutch documents
relating to my cousin Samuel BALIN's immigration papers processed in
Antwerp. These 3 documents (part handwritten and printed) were part
of an immigration packet I found for him >from 1926 prior to his

Dear Michael,

You hit the point. Moravian Jewry was much reluctant to adopt both
surnames and given names by force of the decree issued in 1787.
Something must have happened around year 1828; since then the surnames
were used by Moravia Jews on regular basis.

ad H : Havakuk, Henoch and Hebron were only allowed.
ad L : Laser, Lazar, Levi and Lukas were only allowed.

January 27, 2020 marks the 75th anniversary of the liberation of
Auschwitz. Between now and February 22, but mainly between January 27
and 31, a series of commemorative events is planned in 35 towns in
southeastern Poland, under the auspices of the Marshal of Podkarpackie
[Subcarpathian] voivodeship, Wladyslaw Ortyl.

The complete list of towns and villages is: Baranow Sandomierski,
Blazowa, Czudec, Debica, Dukla, Dynow, Glogow Malopolski, Gniewczyna
Lancucka, Grodzisko Dolne, Jankowice, Jaroslaw, Jasionka, Jaslo,
Jodlowa, Kraczkowa, Krosno, Lezajsk, Lubaczow, Markowa, Mielec,
Niebylec, Pruchnik, Przemysl, Przeworsk, Rudnik nad Sanem, Rymanow,
Rzeszow, Sanok, Stalowa Wola, Tarnobrzeg, Tyczyn, Tryncza, Ustrzyki
Dolne, Zagorz, and Zarszyn-Nowosielce. There will be talks, including
by Holocaust survivors, musical performances, exhibitions, church
services, and various other commemorative events.

The driving force behind this program, as in earlier years, is the
Department of Jewish History and Culture at the University of Rzeszow,

Maiming to Avoid the Russian Draft?

Dan Leeson’s thoughtful JewishGen Info File, “Military Conscription in Russia in the 19th Century” (find by clicking on “Get Started” button at top of JewishGen homepage, then click “InfoFiles,” and then click “Military”), raises the question as to whether the maiming of Jewish males (i.e. cutting off a finger or crushing toes) to avoid the Russian draft in the last decades of the 19th century, actually occurred or was a Jewish myth, like the myth about name changes at Ellis Island. I have such a story in my own family. My grandfather wrote in his autobiography: “My uncle [b.c.1847 from Kupel, Russia] avoided the draft by chopping off his right thumb. As a child, while sitting on his lap [c.1896], I noticed the missing thumb.  It was years later that I heard the story from him.”  I’d like to hear from any of you if you have a story in your family about such maiming occurring.
