More on USCIS Proposes Fee Increases for Genealogy Records # United States # Records Access

On November 15, I posted to this forum about the proposed fee increase by the United States Citizenship and Immigration Services (USCIS) for genealogical files. USCIS proposes a raise in its two Genealogy Program fees from $65 to $240 and $385 and possibly more if you require paper copies. These are a 269 percent and 492 percent change respectively (if I did my math correctly). While I wrote only about the genealogy fee increase in the 92 page proposed rule there are other immigration fees being increased.
A coalition of genealogists, historians and records access advocates have created a portal about this with suggestions. Please see: https://www.recordsnotrevenue.com/.
This is an uphill battle and only with thousands of comments submitted will we have a chance to change these proposed fees.
Please read the rule and submit your comments before December 16 the deadline. The coalition also suggests you copy your comments to your U.S. Representative and U.S. Senators. To contact your US Senator go to: https://www.senate.gov/general/contact_information/senators_cfm.cfm?OrderBy=state&Sort=ASC For your US Representative go to https://www.house.gov/representatives/find-your-representative There are finding aides if you don’t know who your elected officials are.

See Section 103.40 for Genealogical Research Requests on page 62359. There are fees with DACA renewals with and without ICE transfers and I do not know why there are genealogy requests tied to DACA renewal fees (page 62329, 62331).
This is a 92 page proposed rule the remainder does not affect genealogy.

elder", a leader of the Jewish Community. Unlike the rabbi who is a spiritual = leader, the role of the elders is to manage and control all kinds of social and financial matters, as well as to represent the Community externally. I have no idea whether this will help; my skills with photo enhancement are quite basic. I've picked out the date elements and reversed the images, which sometimes helps. You can see it here: https://1drv.ms/u/s!ArDsmPjxWZLFkleD6lyuhs8Xem3c You can zoom in on the image. You are definitely correct about the month being Sivan. The date of the month looks to me like it could be kaf-daled, 24. The year is definitely a challenge. It appears to me that the 4th character is a glyph, a combination of lamed-fey-kuf, which stands for lifrat katan, and often follows the year (to show that the leading '5' is omitted). This leaves 3 characters for the year, the first two of which appear to be taf-resh, putting the year into the 5600's. The third character would therefore either have to be a low number, 1-9, or a number that is divisible by 10. I realize that this is only slightly helpful, and hope others will be more successful than I.

Please help identify people in Zieve-Glickman family group photo 1940

I have a photo of the 1940 gathering of the Abraham Raphael Family Ferein - over 250 people in the panoramic shot. This extended family, who came from Lithuania to Cleveland in the late 19th century, are descendents of Julius Glickman, Mina Glickman Zieve, and Samuel Zieve; and of their children Alex Zieve, Bessie Zieve Hantman, Sarah Zieve Gordon (Detroit & Toronto), Anna Zieve Wasserman (Cincinnati), Libby Glickman Murstein, Regina Glickman Gross, Gertrude Glickman Smith, Zelda Glickman Baradofsky, Lillian Glickman Marcus. The Galvin family of Julius Glickman's wife Anna Galvin Glickman were also involved in the ferein and may be included in the photo; also perhaps the children of her 2nd husband Joseph Chertoff. My guess about why my grandparents said they were >from Babroisk rather
than the small shtetl that they probably actually were >from is several reasons. Very few people knew where Karpilovka was, but most people knew where Babroisk was. It's like saying you are >from Los Angeles rather than >from Bell Gardens, a tiny town near LA. Also, I think they were sent to Babroisk for school and went to Babroisk for the doctor. My grandfather's brother was born in Babroisk, but his entry document listed Karpilovka as place of closest relative. And lastly there was a thriving Babroisker Ferain where they lived (emigre group from Babroisk and probably like my grandparents, also >from nearby communities). I've looked for the family in all the Babroisk documents found online so far and the only one was the birth of my great uncle. Also a first cousin of my grandfather told her daughter that the wolves would howl outside their door, and they would bang their shoes against the door to make them go away.
