I suppose it could just be a street in Chicago. But every version of this card I find online all come back to the same source, Soundex Index to Naturalization Petitions for the United States District and Circuit Courts, Northern District of Illinois and Immigration and Naturalization Service District 9, 1840-1950.. Microfilm Publication: M1285. NAID: 1160705. Records of the Immigration and Naturalization Service, 1787 - 2004, Record Group 85. National Archives at Chicago, Chicago, Illinois.
That index was created by the INS Chicago District, which for many years included 40+ counties in Wisconsin. Note it comes from Record Group 85. NARA gave it the current title because they saw it only as a reference to court records. You can find NARA's microfilm publication pamphlet for it here Marian Smith

Try looking at: https://www.jewishgen.org/Communities/community.php?usbgn=-851125 You can see a list of towns within 30 miles of Csenger. I see several towns there that begin with "Nyir" including Nyírcsaholy. Perhaps the "b" in Nyir. Csabai is supposed to be an "h"? I've seen stranger misspellings of town names. The Geographic Dictionary of the Kingdom of Poland and other Slavic Lands under entry for Balwierzyszki (Lithuanian: Balbieriskis) lists 'your' shtetl as HELCIE, amongst the others dozens of smaller places in this area owned by the count Tadeusz Tyszkiewicz and his daughters. During XVIII century properties have been owned by counts brothers Ferdynand, Tadeusz and Wincenty Staniowicz. In 1782 Stanislaw count Tyszkiewicz purcheased properties from brothers Staniowicz. Though the inheritance and the contracts, properties have been inherited by Tadeusz count Tyszkiewicz, former senator of Kingdom of Poland and the general of Polish Army. In the year 1831 properties were confiscated (this took place during Poland 1831 November Uprising) but were returned in 1846 by the decision of the Russian Emperor to Tadeusz count Tyszkiewicz daughters: Józefa Wodzińska and Maryanna Łampicka. The card was found in the NE Illinois index. Could Milwaukee refer to the avenue in Chicago and not the city?

Is a passenger record number found on a citation in the United States Russians to America Index helpful in accessing more information about the passenger?
I have the passenger name, ship name, and date of arrival , but I don't want to go through the laborious task of perusing manifest pages for thousands of passengers. Any suggestions would be helpful.

It can’t be Cabaj as that would have been spelled Czabaj and Nyir is unexplained. Since the town of Csenger is mentioned, a district in Northeast Hungary: Nyírség is probable. Please attach the source, preferably the whole page of handwriting.

Surnames are a relatively recent innovation in human history (they came into wide use when the sovereigns needed to distinguish people of the same given name from one another for tax collection purposes).
In Jewish tradition, a person is known as the son or daughter of their mother while alive, and of their father after death (or when being called to the Torah). Hello Aline, everybody,
You may know that there are several places Stefanesti... one is in current Romania, and second is in current Republic of Moldova. But in 1920 both those places were in Kingdom of Romania. Sometimes people mentioned a large town near by that you could find out where that Stefanesti is. Also, if you know the year of birth, that would be good to know too. In many cases at least in Moldova, Jews could live in a small shteitl and got married or got their child in a large place... they lived in Stefaneshti, but got married possibly in Beltsy or Floreshti.
