Further clarifications:
FTM by itself does not do Descendant Fan Charts - hence the need for Charting Companion
10 or more generations supported, but it will require some messing with page size and

According to Cindy's List website, https://www.dorotree.com/ is the only genealogy software that prints in Hebrew. (I have no experience with this program myself.)

For fan charts, Family Tree Maker by itself, no. You would need the Charting Companion software add-on from Progeny. I haven't tried Hebrew but it doesn't hurt to ask them.
