I think that means he was giving up his allegiance to the King of
Romania. You'll find plenty of petitions for naturalization that mention
"Czar of All the Russias," etc.

1. Yes! There are a lot of surrounding Jewish areas around Mlawa
2. Without being a native Russian speaker the English transliteration
is very slippery / difficult.
