Just a guess.
Congratulations, Rona! That's a lot better than a mere guess. In
some Yiddish dialects, the Hebrew holam ("o" vowel) is in fact
pronounced like the long "a" sound in the word "day." So the Hebrew
name Yo'el (Joel) would in fact be pronounced "Yale" in those
dialects. I've known more than one Mosheh whose name has been
"yiddishized" into "Meish."

I may be mistaken, but it sounds like you looked only at the Soundex index
of the St. Albans Manifests.

Next you need to look at the actual manifest entry, which is either another
file card or a familiar ship's passenger list. You can file a FOI request
with Citizenship Services (formerly INS) and wait, but you can also look at
the microfilms of the manifests - and that is all the folks dealing with you
FOI request will do in any case. I don't know if the Varrick Street Branch
Archive of the National Archive has the St Albans films, but I know they can
be accessed through the Mormon Family History Centers.

Don't you just have to provide evidence that the person is dead (Section 1).

Section 6 then requires you to provide at a minimum the following:

* Family Name
*Other names used, if any:
* Name at time of entry into the U.S.:
* Alien Registration #:
* Petition or Claim Receipt #:
* Country of Birth:
*Date of Birth or Appx. Year

As someone who has been an FoI (Freedom of Information Act) Officer in the
UK I would imagine that technically this is a Privacy Act request (the form
covers both).

In the UK, the Data Protection Act doesn't cover deceased persons - and
there are uncertainties in the Law regarding the rights of the heirs of a
deceased person concerning the release of their medical records, for
instance.

I am not a lawyer but in the UK once someone is deceased they cannot
obviously have a legal case mounted in their name, whereas I understand
that in the US the estate can mount a case of defamation, for instance
(or equivalent).

Chevra Kaddisha information and whatever historical ing=formation is already
available. BUT the information is not chronologically listed or indexed which he
is doing.
