Nukhim was born in 1888, had 3 siblings born in 1890's - Bentsion, Khasya (1897-died at 9 months), Gersh (died at 13 months)
Father - Movsha-Mordukh s.o. Izrail-Leyb married at least 3 times:
2nd time after Nukhim's birth
3rd time in early 1905 to a woman with last name Idel (most likely Malka-Tsyril d.o. Yankel-Leyb)
 
Movsha-Mordukh's sister Tsivya married in 1890's to ?
Movsha-Mordukh's brother Khaim married in early 1904 to a woman with the last name to Kerpel (Mintsya, Rukhlya, or Sara)

Dear Daniella, 

As far I as I know, you can ask the Archives for a reproduction (Scan or copies) as indicated here (so you need to open one account) :My account - Online catalogue (culture.gouv.fr) 
There is a menu -- "reproduction request" (I must write that I never tried it)

You need first to go from the decree number to the exact reference of the box containing the file.  That can be easy or painful path
For that you can follow the SIV guidelines

I have no clue if they are really answering in a timely manner (they have probably tons of requests) and in any case all is closed those days in France for the Naturalisation files for 2 reasons : 
1/ Covid-19 of course
2/ They are moving the full "Naturalisation files" archives from one location to another one -- all the requests are rejected for the time being

To give you ideas, without Covid, it takes 4 to 6 weeks to get access to a file (or at least a timeslot at a specific place (30Km from Paris)) to catch it). Then you can go on site and run the copies/scan yourself
With the Covid, I am afraid this is going to take months :(

I hope all will be back to normal early 2021

Silly me for not checking the JewishGen Gazetteer first. It lists a Koloniya Galoche, also known as Halochi, in this location: https://www.google.com/maps?z=9&q=47.519444,29.358889+(Halochi)

Based on there being no mention of this place in the JewishGen Communities Database, it seems to me more likely than not that this village's Jewish community was very small, probably no more than a handful of Jewish families. The nearest place in the Communities Database is Okny, also known as Krasni Okny: https://www.jewishgen.org/Communities/community.php?usbgn=9022061 

Maybe you'll have better luck finding more information on Kolonia Galoche by first looking for sources on the Jewish community of Krasni Okny?

There was evidently a Jewish agricultural colony named Galushkes, also known as Roskoshnoye, mentioned on this Kehilalinks page that catalogs Jewish farming colonies in southern Ukraine: https://kehilalinks.jewishgen.org/Colonies_of_Ukraine/colonies.html#name 

But it does not appear that this Kolonia Galushkes was in the location of present-day Odessa Oblast; rather, it was far to the east in Ekaterinoslav Gubernia. Do you have more information on your source that mentions "Koloniya Galoche, Odes'Ka Oblast" that might help identify the place correctly?

Since you mentioned the town to be in current-day Romania,I would not exclude the possiblity of this town to be one of the below towns in the Csik region (old spelling, not the contemporary one).

They are not necessarily homeless.  I have been searching a Alex/Alexander Weber.  He is in the 1910 census twice!  He is one of the "Seward Street Strollers" and is also listed with his wife Mary living on 52 Sherrif Street.  I have tried over the years to find any reference to the Strollers to no avail.  He clearly wasn't homeless but he had no occupation and he died a year later so perhaps he have just "hung out" with others in the Park.

One of the town Kosice in Slovakia variations name is Kaschau.

 Košice, Kassa, Kaschau seat of a first-order administrative division 48°43' N 21°15' E G Slovakia 193.8 miles ENE of Bratislava 48°09' N 17°07' E

On a US World War I document for a not-so-close relative, it says that he was born in "Kaschan, Hungary." The rest of the family came from various towns in what is today northwestern Romania. I would consider the target region to be bounded by a triangle of large places Oradea, Cluj, and Tasnad. I believe this relative also came from this region. I've searched the JG Town Finder and Gazetteer with various search strategies with nothing even remotely close.

The only reference to the town that I can find by googling, other than someone else also claiming to come from Kaschan, is a reference to the "Kaschan-Oberbergar Bahn" supposedly part of a rail network in Austria-Hungary.

Any suggestions? TIA.
