emigrant medical exams

SBSeales
Dear Jewishgenners,
I received a passenger manifest >from 1892 for a ship departing >from Hamburg to New York. Included was a separate document signed by a United States Consular Agent, certifying that the steerage passengers had been medically examined in Cuxhaven, Germany before boarding the ship. Would anyone like to comment on why only steerage passengers were examined, and why they would have been examined before departure, and then again on arrival in the U.S.? Did every country having a U.S. Consulate do this? Happy Thanksgiving to those in the U.S. Sue Seales, North Carolina sbseales@aol.com
