Tom,

The anchors, shield, and eagle make it a navy symbol.  I would do some more checking with the National Personnel Records Center about his military status. During WWI in the UK, anyone who didn't sign up for military service was publicly shamed by being handed a white feather.  To add further insult this act, it was usually done by women.  I don't know if this shaming was carried over into WWII and if your relative was in the UK or one of its colonial countries at that time.

If your relative lived in the U.S. during WWII and especially if he was outside a large city, many community newspapers published notices about men enlisting in the military and reported causalities. That would be another source to check.

Have you looked at FamilySearch?  I just looked at it to see if there was information there about your GG and there seems to be quite a bit.  I assume this is the record you found but there are many others.

Navy.  You can google "Eagle Shield and Anchor"   I don't see anything about a feather.

Tom, have you checked for U. S. Coast Guard connections? A lot of CG symbols also feature the crossed anchors and shield.

 It is possible that the document was prepared for some unpleasant purpose.  However, in that case I'm surprised that it still exists, and wasn't destroyed by its owner to avoid the post-war Nazi hunt. It's more likely that the list was made for an interested genealogist. 
 Genealogy was a popular pastime for middle-class men in the  1930s., and I have a similar document sent to my great-uncle, who was  very interested in the history of the family. My father inherited this list, together with his uncle's hobby and used the information he'd collected to good effect to find relatives abroad to help with our emigration.  In fact my very elderly grandmother's visa to England was from along-lost nephew on her family tree.

i posted a page from the 1940 us census to viewmate, and i would like some expert advice on figuring out just one line, EPSTEIN Antol line 78, and exactly one field, "marital status". the original entry is scratched out, and i'm having difficulty with the correction. it's strange that it needed correcting, but i also wonder what the rules were for making changes?

Sometimes the symbols and devices on grave markers (and memorial plaques) represent some sort of preference or quirk of the decedent (or ascribed to the decedent by one or more survivors).

My sister, for example, had this thing about butterflies.  She had butterfly themes in her clothing, jewelry, and home decor, and even in one of her e-mail addresses.  So when a close friend of hers suggested that a butterfly be placed on her grave marker, my Mom and I readily acquiesced.

A cousin of mine has a document entitled:

 

"Auszüge aus dem Registern der Juden der Gemeinde Griesheim Kr. Darmstadt"

 

It concludes with the following text:

 

"Die Richtigkeit des Auszugs wird bescheinigt.

Griesheim Kreis Darmstadt, den 27. Juli 1938.

Der Bürgermeister."

 

The body of the document is a list of all family members from the mid-18th century until the date it was prepared in 1938. My cousin always assumed that this was a document that Jews were required to provide to German authorities for their nefarious purposes.  He is interested in the circumstances surrounding the preparation of this document, i.e. 

-Who would have ordered that it be prepared and for what purposes was it ordered?

-How was the family notified that they were required to obtain the document?

-Did Jewish families obtain the list of family members from the Darmstadt city government?

-Was the family required to submit it to the German authorities or was it submitted by the town hall to a German agency?

-Which agency would it have been submitted to?

-How was the information used?

I  would recommand u write to the Sweden Jewish Community in Stockholm, also in Malamo and Guthenberg, these r the 3 main Jewish Community.
 
There is also a Jewish newspaper, publisher in Stocholm, worth trying, a letter to the editor.

To get to the “Golden Medinah”  “ Golden Country”

i.e. USA-America.

 

So, could be one person bought the tick. Could leave for whatever reason

Another one used it under the first person’s name

Or, simply, they thought to use Pauline name instead of an Yiddish/Jewish name

 

By the way, you mentioned Romania- what city?/ village?

The main thing is they arrived and made their new home USA.
