Russian passports in Galicie 1941 #galicia

Would anyone know where I should search for any information of a Russian
passport issued to a Polish citizen >from Dobromil in January of 1941.
I am at a loss over this.

Following Soviet annexation of the eastern parts of Galicia and
other territories in 1939 and 1940, the population of those lands
became Soviet citizens and were issued domestic passports. This
document, a variation of the identity card, was issued by the
Ministry of Internal affairs (MVD); it is not to be confused with
the international traveling passport.

One has to have access to the files of MVD of this period, of
course, if they have survived.

BTW, not everything is available through the Internet [yet].
