Connecticut genealogy research help needed. #general

Hi - I've read that Connecticut birth records that are not more than 100
year old, are not available to the public, except if you are an immediate relative. However, I've also read that " y becoming a member of a local Connecticut genealogy society, you are then permitted to access any records at all." Can one join one of these societies, and have access to city hall records than are later than 100 years ago? Does one have to be a Connecticut resident? Also, I am looking for someone to hire who has experience looking for a divorce record, that might have occurred in either Hartford or Rocky Hill, in the 1920s. I don't even know though, if such a record is possible to find or not, especially without knowing the exact year, or specific court, and whether those would be available for public viewing or not. I was surprised to see the response to a post on JewishGen of 23 Dec 2011.
The Jewish Genealogical Society of Connecticut is also registered with the State of Connecticut as an approved genealogy group. And we are Jewish. For new members and those that are out-of-state we have assistance >from our experienced members. Georgia Haken, JGSCT past president and librarian
