Stolpersteine in Polish Silesia

Has anyone had experience of installing Stolpersteine in Polish Silesia ?
My paternal grandparents, Adolf and Frieda (nee MASUR) STEIN lived in a small town, Kanth, now Katy Wroclawski, along the railway line , 12 miles SW of Breslau, now called Wroclaw. They were murdered in April 1942 in Izbica ghetto, presumably on the way to a conentration camp.
Which level of local council one should approach, the municipality or the regional ?
There were 4 Jewish families in this small town. I have contact details for the granddaughter in London of Dr And Mrs HEIDENFELD. There were two other families, the JUNGMANNS and a family who owned a shoe shop. Any suggestions for searching for their families?

Thanks for replying. I have looked on Google. I have now followed up one person's experience of the bureaucracy in Wroclaw, which sounds quite daunting !.
But I hope my cousin and I can get through those hurdles and erect an acknowledgement of my grandparents' existence one hundred years ago in a small Silesian town
