Can anyone tell me if Riga was in the Pale of Settlement in the 1870's? My Kagan family moved from Zhager (now Lithuania) to Riga, and I'm just wondering if this was difficult to do at that time.

Only Latgale (the eastern region of Latvia), which was part of Vitebsk hibernia, was part of the Pale. Riga was in the historical region known as Vidzeme.

Uh, that would be Vitebsk gubernia - typo or autocorrect.  Sorry about that!
