Dear Reuven Stern

Although I am Dutch-born, this declaration is from 1853, and being in official language, it is quite a challenge to translate it properly. Ideally, it should be translated by a Dutch notaris [notary public]. My late brother was one!!
I hope you get a better offer, but if not, please contact me.

Hello Reuven and Ed
I found in the document the father of Rika OS, [who was born on 18 Nov 1827], as Levi Simon OS who was married to Rachel Luppeman. Rika was born in Wonsdorf [now Wunsdorf, Hanover region].
Levi Simon OS is recorded as a rogue or scoundrel from Winschoten, province of Groningen, Netherlands, in the Allgemeiner Polizei-Anzeiger, Vol 29, No 42, pages 221-2, [Coburg 24 Nov 1849] as case # 10445, with a very detailed description of his features, and his misdeeds. His wife Rachel Luppeman and a number of their children are mentioned in old German lettertype. He is described as being 50 years old, which fits in with the record  http://5.2.76.95/details/ps56/ps56_458.html of Juan Goudsmit, where Rachel Luppeman is shown as Rachel Lappeman.
The document lists  4 witnesses who confirm the birth date of Rika OS. The declaration was issued by the burgomaster of Winschoten on 3 Feb 1853.
I know this is not the desired translation, but it may help.

Congratulations on a wonderful translation. I had not realised that the declaration was to enable the wedding of Rika OS to proceed. However, when I looked again at the Allgemeiner Polizei-Anzeiger, Vol 29, No 42, pages 221-2, [Coburg 24 Nov 1849] case # 10445 where it shows Levi Simon OS’ children, I noticed on p.222 an Esther OS aged 21 years who was married to a fatso [?] Philipp from France. But according to the magistrate of Winschoten, the latter is called Abraham Gumpel, aged about 43 years, and also a wandering rogue. Could she be the same as Rika OS?

The German publication also shows that Levi Simon OS had two brothers: Andreas Simon and Liaser Simon and that Rachel Lappemann was probably born in the region of Mittmund, but there is also a footnote that according to other reports, she came from Amsterdam and that her mother still lives there. She has several [9?] brothers and sisters.

This info may help Reuven and may fit in with the record of Juan Goudsmit.

Will reply via an email so that you can look at that German document. I just found it by googling "Levi Simon OS". To find that he had a police record could also be a sign of the times. Mittmund should be Wittmund.

Rachel LAPPEMAN (Amsterdam April 6, 1803-Maastricht August 3, 1888) had 16 brothers and sisters. See dutchjewry.org/genealogy/abas/1496.shtml.
