I know how to use the Town Finder, but is there a way to search by Gubernia (region/district) to see which towns are included?

Try the genealogicalindexer and do a search on gubernia, you will get a number of yizor book listings

For Ukraine, one way is to go to the Ukraine Research Division. There is a map showing the various gubernias. Click on one and you'll see a map of the gubernia and a list of the districts and main towns. You can click further and drill down. You can also go to (in Chrome you can translate this to English automatically) http://ukrfamily.com.ua/index.php/ and click on a gubernia name and drill down. For Lithuania, go to https://www.jewishgen.org/databases/Lithuania/LithuaniaRegions.htm
and you'll see the districts and major towns in each gubernia. -- Alan Shuchat

Yes.
In Town Finder search for a town in the district or government you want. Then in the boxes on the right you will see underlined district and "province" names. Click on the the district or province c1930 or c1900 as you want and up comes a list of all the relevant towns in Town Finder in the district or province as selected. https://www.jewishgen.org/Communities/Trees/ Select country: "Russian Empire", click on it to see alphabetical listing for all Russian based Guberniyas (Provinces), which include 2,247 towns
