Hi Todd,
In our family research I find that when an ancestor  refers to "Neust[d}t" the reference means "new town".  In our case the town is Shirvinit, in Lithuania which was referred to by these alternating names. 
Here is a list of some places around Europe with Neustadt in the name follwed by another place name.

I would suggest that you contact "The Together Plan".  It is a charity based in London and Minsk helping the remaining Jews in Belarus to become more self-sufficient.  One of their projects is to provide a genealogical research service. 
They have the huge advantage of being local, fluent in the relevant languages and experienced in the quirks of the local bureaucracy.  .

My "Levitsky" family co-hort apparently originated from a shtetl that is referred to in several passenger manifests as "Neustat" (which would be close to Minsk based on Naturalization Papers of those involved). I know that Negnevichi is one close shtetl that might qualify. Does anyone have other suggestions?
