Perhaps this one in Lithuania for the town on the 2nd census line, info found at: https://www.jewishgen.org/Communities/LocTown.asp
The JewishGen Gazetteer https://www.jewishgen.org/Communities/LocTown.asp has a few possibilities for "Sverna" when doing a soundex search. Svirniai, Svirnay, Svirni 110.6 miles NW of Vilnius 54°41' N 25°19' E Severėnai 129.9 miles WNW of Vilnius 54°41' N 25°19' E And, other possibilities also. However, none of these towns are near Kovno. You may want to search for other documents that may list these town names more clearly, such as naturalization. Good luck in your search,
