Interpret Cause of Detention code on Aliens Held for Special Inquiry form #records

A “Record of Aliens Held for Special Inquiry” form for the SS Caronia with New York City arrival date of September 28, 1910, contains markings about a relative under “Causes of Detention”, one of which I cannot interpret. For Elie Gorelik, age 52, the “Causes” column contains “LPC” [Likely to become a Public Charge], “Dr Cert” [medical certificate from a doctor who checked out Elie before Elie was questioned by a customs inspector], and “3.10”. All of the other aliens on this sheet have similar numbers (1.15, 2.17, 3., 2.45, 3.05, 3.15, 3.40, 3.30, 4.). All of these people on this sheet are designated “LPC” except one: CL [Contract Laborer]. Most include “Dr Cert”. While I have found charts and discussion for the lettered acronyms, that is not the case for these numbers. Are they related to specific medical conditions? Has someone found a chart or other explanation for these numbers? Thank you.
