When calling, there is an option to be directed to an English speaker.

Try finding Avnei Zikaron Chet (אבני זכרון ח) by Pinchas Graievski.
It is a list of 805 burials in Jaffa Jewish cemetery.
Unfortunately I didn't find it online.
