According to their Hebrew web site, the phone number of the old Jewish cemetery in Jaffa is +972-3-7953600.
When calling, there is an option to be directed to an English speaker.
Hope this helps.

Hello all.

Yesterday I read that an ancestor, Moshe Steiner, (אברהם משה בן ראובן?) fell  ill traveling from Hungary to the Holy Land and was buried in Jaffa. I know he was alive in Vienna in 1861 and was no longer living in 1898. Is there a register of Jewish burials in Jaffa from that period?

Try finding Avnei Zikaron Chet (אבני זכרון ח) by Pinchas Graievski.
It is a list of 805 burials in Jaffa Jewish cemetery.
Unfortunately I didn't find it online.

You can try Billiongraves:

I didn't find a record for אברהם משה
